This quote is saying that the way you look on the inside is reflected on how you look on the outside. I partially agree with this quote. When you are trying a look, you are not going to pick one that does not express you as who you are. For example, if you are a person who is nice, outgoing and confident, you are not going to die your hair black, and wear black, ripped clothing and accessories that represent death, and vice versa. You would most likely dress to look nice and pleasant. However, this is not always the case. The quote is also saying that you should judge a book by its cover, and this may sometimes be deceiving. People my try to look more appealing so that they will not be seen as freaks, or so that they can attract or join a certain group or individual. This also happens online when people say that they are younger, and a different gender so that they can get close to different people.
